We live on the 1st floor in a 2 bedroom so above us the same.
Yes they will have children. The noise level we had to adjust. That is our biggest negative.

The architecture of apartments is not good, ventilation is poor. Kitchen is opposite to bathroom and no window in either of them which makes it bad .

It’s not to quiet around around 3470 people are out side talking and drinking and raising hell at night at 11:30 . It’s got to stop please it’s on the second floor ..that’s all I have to say.
